The Florida man has been arrested for smuggling many fossils from Mongolia and China, including the recent Tarbosaurus skeleton.
The one thing to remember is that where the paper says Tyrannosaurus bataar, that is COMPLETELY wrong, Tarbosaurus has been Tarbosaurus bataar for decades. Also, if it was called Tyrannosaurus bataar, that would make it a species of Tyrannosaurus, not Tarbosaurus. (This is why you should call Tyrannosaurus rex [Tyrannosaurus[/i], as there are other species. [I.e. Tyrannosaurus lancensis]).
